The Mizoram Civil Service (MCS) officers handle affairs of the government of Mizoram. Therefore, the work of the Civil Services affects virtually all aspects of modern life - environment, education, health, agriculture, law and order, social welfare, urban development and urban affairs. In a nutshell, it is the job of an MCS officer to look after civil administration and be involved with policy-making.The scope of work for an MCS officer in the state is immense and much diversified. They start off as a junior level officer in the districts and blocks and go on to man government departments — rural development, urban development,election,health, education, technology etc, and then move to nodal co-ordination as secretary. This kind of a work profile is unmatched in the state.The challenges it entails makes it the most interesting career possible.With liberalisation, there has been a shift in the role and responsibilities of a civil service officer. Economic reforms in the country after 1991 ushered in a paradigm shift in the role and responsibilities of civil service officers. From regulators, they’ve become performance managers, whose role in the decision-making process is focused on service delivery and improving governance. An MCS officer today has more challenges and opportunities.
Civil Service is essential for the functioning of government. The civil service has long been regarded as the ‘steel frame’ of administration in India right from colonial days.As such, the Mizoram Civil Service officers are for effective service delivery and for mechanism of good governance. The MCS officers serve as the backbone of the state adminstration and management and carry great respect and responsibilities.
